Are all weather tyres legal for driving in Europe?

Are all-weather tyres (e.g. Michelin Cross Climate) legal in France, Germany and Austria? Do they count as winter tyres?

In Germany, you need to use winter or all-season tyres as they’re compulsory in snow and icy conditions. In Austria, you need to have winter or all-season tyres on snow-covered roads from 1 November to 15 April, or outside of these dates if there's snow, ice or slush. In France, winter tyres aren’t required by law, but snow chains should be carried. Snow chains must also be carried in Austria and Germany.
