What's the best option for coping with winter - 4WD or winter tyres?

What's the best for coping with winter conditions - all year tyres, winter tyres or 4-wheel drive? In what order do you rate these?

Cold weather tyres best, all weather tyres next best, four wheel drive next best, but obviously four wheel drive with cold weather tyres or all weather tyres trumps two wheel drive with them.
