How do I remove road tar from paintwork?

After washing my car I noticed a few black dots on the offside rear wheel arch. I think that it’s road tar as the main road near where I live was resurfaced last week. What’s the best product to remove it without damaging the paintwork? A friend suggested Zippo lighter fuel but I don’t know whether that’s a good idea.
We've actually heard of using lighter fluid to remove sticky residue, so there's probably some truth to what your friend is advising.
